1) Winning and Expense are the least of my concerns. I think my preference is for a fun mix of Fluff/Ease/Models although I'm too casual to get hung up on anything. I do like to spend extra time modeling and posing each individual soldier which tends to result in unpainted figures on the tabletop! Perhaps my order is: Modeling, Ease, Fluff, Expense, Winning.
2) My current CSM list is Tzeentch Terminators with Plaguemarines and Undivided Marines in support. At first it seemed wrong due to the olde Realm of Chaos rivalries but my chaffing at new school fluff has subsided.
3) Depends on the army. I like to think I go for balanced with regard to those categories but as I tend to spam one subtype of the army in question my balance quickly goes out the window.
